I've been having these red rashes all over my scrotum, and theyre really itchy. It's bothering me a lot because it's only on that area. Is there any cream or tablet you can suggest to help with this?

Every time I go outside in the morning, my face goes all red and feels like it's burning. Since I stopped using that cream, my skins gotten darker. It's weird because my ears and neck are still white, but only my face is darker, and the difference is really noticeable. What should I do about this? Is there a way to fix it? I'm not worried about the cost, so should I look into skin whitening laser treatments or maybe carbon peeling or stem cells? Do you think normal medicines could help, or should I go for one of these high-end procedures? I'm really curious and a bit worried.
