It sounds like you may be experiencing a condition called phimosis, where the foreskin is too tight and cannot be fully retracted over the head of the penis. This can lead to cuts and difficulty retracting the foreskin. I recommend using a topical steroid cream such as Betamethasone 0.05% to help reduce inflammation and loosen the foreskin. Apply a thin layer of the cream to the tight area twice a day for several weeks.
