Rabies transmission from a scratch is very unlikely, especially if there was no saliva contact with the wound. If the puppy seems healthy and is not exhibiting symptoms of rabies, you do not need a rabies shot at this time. Your siblings are at low risk as long as they were not bitten deeply or exposed to saliva on open wounds. It's always safer to clean the wounds well and seek advice from a doctor or local health authorities if you are still concerned.
