What is a desirable non-fasting blood glucose number?

My father has been having diabetes for the last 3 years but he never consulted any doctor. From the blood report we came to know that his sugar level is above 350. He is also having teeth sensitivity problems but the doctor said sugar must be reduced first, then only treatment can be done. In Dehradun I am unable to find any doctor for diabetes? Please help me.

Morning after food my blood sugar readings in last 20 days are as follows: 12 May 330 410, 15 May 286, 18 May 226 263, 21 May 149 248, 24 May 133 200, 27 May 127 217, 31 May 119 194. I take medicine Glimestar PM2 and Neurobian Forte. I exercise every day and follow diet also. Can you please give some tips for a better life?
