I have a 9mm kidney stone and I'm trying to decide between RIRS and ureteroscopy which one would be better for my case? I'm a bit confused about the pros and cons of each procedure

During erection my foreskin sticks to the glans and only goes just below the head. I've heard steroid cream might help would that work for me? I don't feel pain during full erection, but the foreskin stays stuck below the glans. Also, when I masturbate, no semen comes out. Can this be fixed without surgery? Is this phimosis?

I'm having trouble with premature ejaculation, and it's really affecting my newly married life.
