I'm noticing that my right testicle is swollen and it's causing some pain. It's also hanging lower than my left one. I'm not sure if this is something I should be worried about. Could you give me some advice on what might be going on?

I've had phimosis since birth and I'm not sure how to treat it. Can you tell me what works better steroid creams or surgery? I live in Bangalore and would like to know the best option for me.
Steroid creams work in early phimosis—if ineffective, surgery is best; consult a dermatologist or urologist in Bangalore.
