I'm noticing three or four mole-like things on my penile shaft. They itch occasionally, but there's no pain. Should I be worried about this? What could it possibly be?

This could be fungal infection u need to evaluate with your Dermatologist and get appropriate treatment with oral antifungal medications and topical lotions,once the infection is resolved your hair fall would come down,I suggest you not to use minoxidil with active fungal infection,above this your personal hygiene care is more important.

I'm Ganesh, I'm 24, and I've been living in Chennai. I've noticed that my beard and mustache aren't really growing in a way I'd hope for. My beard has only just started to grow, but there are large patches where it still looks like normal skin with no growth at all.
