I've had repeated UTIs, but I still experience leakage even when there's no infection. Why might this be happening, and what can I do?

My foreskin won't pull back all the way it only goes down a little before it starts hurting. I really don't want surgery, so what else can I do to fix this? It's really bothering me and affecting my daily life.
