I've had an incisional hernia since 1990 and now need surgery should I go for laparoscopic or open repair? Which hospital or doctor would be best for this procedure? Also, could you give me a rough estimate of the cost involved?

My 3-month-old daughter was diagnosed with anterior displaced anus or vulvar anus. One pediatric surgeon recommended waiting until she's 1 year old for surgery, but another doctor said it should be done now at 3 months. I'm really confused when is the best time to get the surgery done for her condition?
