I've had a squint eye in my left side since childhood and my eyeball can't move properly. Is there any way to treat this without surgery? Are there specific eye drops or medicines that can help fix this issue?

my left eye has no vision and is myopic with a lazy eye, and I've been suggested ICL. my right eye is 2.7 myopic and they recommended lasik. i'm from a BPL family with an annual income of 45k and can't afford the surgery what options do i have?
