My 11-month-old son's foreskin doesn't fully retract, but he pees fine. Will this fix itself over time or will he need surgery? If surgery is needed, can we wait a year or two?

She pees fine, but the doctor said it's from infection and prescribed clotrimazole vaginal gel and levofloxacin ornidazole suspension. We started the meds a day ago but no improvement yet. I read it's called labial adhesion should I be worried about surgery at her age? What else can we do?
