my dad had an accident yesterday and the xray shows a compound fracture in his left foot can you help me understand how serious this is and if he definitely needs orthopedic surgery

Four months ago on May 8th, I had an accident that broke the bone in my polio-affected leg. The doctor did surgery and inserted a rod from my thigh bone to the knee with screws. Now my bones are healing and I've started walking, but I can't bend my knee at all. I've been doing wax therapy and some exercises, but it's still really hard to bend. What treatment would help me get my knee movement back?

I have a slight ACL tear and some knee swelling do I need surgery for this or can it heal with physiotherapy alone? What would you recommend for recovery?
