My dad's 65 and has COPD from years of smoking and being around harmful gases. He's also dealing with a hernia. I know COPD isn't curable, but is it safe for him to go ahead with hernia surgery?

I'm really anxious about when I can hit the gym or start working out again after having surgery for an inguinal hernia. How long should I wait to get back into exercising safely?
Ideally 4-6 months gap is must to resume GYM after surgery
