My foreskin won't pull back over the head of my penis and I think it might be phimosis. Are there other treatment options besides circumcision? Can I try using a steroid cream first before considering surgery?

I've noticed this strange dark discoloration on the head of my penis, and it seems to get more noticeable after I take a shower. Oddly though, whenever I masturbate, it doesn't really appear there anymore. It doesnt hurt or cause any irritation at all. Could this be related to an STD?
Candid cream for local application,for 2 weeks is advised.
