My foreskin won't pull back over the head of my penis and I think it might be phimosis. Are there other treatment options besides circumcision? Can I try using a steroid cream first before considering surgery?

My ultrasound report shows a 6mm calculus in the right lower ureter, about 1 cm from the UVJ. Do I really need laparoscopic surgery for this or are there other options? I'm a bit worried about the procedure and wondering if it's absolutely necessary.
