My MRI shows a diffuse disc bulge at L5-S1 pressing on the thecal sac but no nerve root compression everything else is normal what treatment options do I have and is surgery needed for this

I took two X-rays a year apart and showed them to two different doctors. One said I have a bulging disc causing sciatic nerve pain and recommended surgery, but the other said everything looks normal. I'm confused could you help me understand what's going on and if surgery is really necessary?
Mild carry angle can be monitored; surgery is done only for severe deformity or functional issues.

I've had surgery for severe radiating pain from my shoulder down my arm due to a C6 disc prolapse, but the pain keeps coming and going. Is surgery the only solution for this, or are there other treatment options I should consider?
