My nails have turned yellow, but my eye color and urine color seem normal. Could this be jaundice, or is something else going on? What should I do?

I've got these cuts on my left armsix deep, straight scars from 15 years ago that I gave myself. Now I really need to get rid of them quickly but I'm not looking to use laser treatment.
