Symptoms and signs include decreased urine output, fluid retention causing swelling in your legs/ ankles or feet, shortness of breath, fatigue, confusion, nausea, weakness, irregular heartbeat, chest pain or pressure and seizures or coma in severe case.
High sugar levels causes blood vessel damage, vascular remodelling leading to increased peripheral artery resistance. Also, body fluid volume increases in response to insulin resistance-induced hyperinsulinemia and hyperglycemia. Both increased peripheral vascular resistance and body fluid volume lead to increase in systemic blood pressure causing Hypertension.
If your blood sugar levels are over 400 mg/dL, you could also be at risk for dehydration.

Diabetes is either due to no insulin production or ineffective insulin. In patients with no insulin production, we are left with no choice other than giving external insulin to control sugars. In nascent cases of other diabetes we try to control the blood sugar by diet/exercise and medicines. Additionally, when external insulin is given, body's own production goes down and it is suppressed.
Diabetic retinopathy is a condition caused by high blood sugar due to diabetes. Over time, having too much sugar in your blood can damage your retina the part of your eye that detects light.
