Is fasting glucose the same as A1C?
No, they are not the same.

It means that your body is storing glucose in the blood stream and you are probably asymtomatic.However, since you fall under prediabetes you are advised to take your medicines on time and perform regular exercises to keep your blood glucose levels under control.
It can be done at anytime before or after meals.
The difference is A1C is the mean average for 3 months of control of blood sugar levels. Whereas fasting blood sugar levels are of the same day.
A1C cannot be lowered overnight
Fasting blood sugar (in the morning, before eating) should be Less than 100 mg/dL. 1-2 hours after a meal should be Less than 140 mg/dL. And 2-3 hours after eating should be Less than 100 mg/dL
