Got xrays of both knees done today and the doctor recommended proximal fibular osteotomy surgery. Just wanted to check if this procedure is really necessary or if there are other options? The xrays are attached for reference

Had ACL surgery in January and can walk fine now, but when I try to brisk walk, my knee feels like it's giving out. There's still swelling, and I can't bend it past 120 degrees. Is this muscle loss normal after surgery and how long does it usually take to regain the original leg diameter and strength?
