I consulted a doctor for skin and dust allergy. He advised an IgE serum test. The result shows IgE serum level greater than 3000. Is this very serious?

I have noticed dark, blackish pigmentation on my chest, arms, back, and lower portion of the neck, along with some itching. I have been receiving treatment at Batras Clinic for the past 15 months, but I am not seeing fast results. My recent blood report shows that IgE is around 516.
