I'm currently using CLINADD AP GEL for my skin. Is it okay to apply any other cream on my face at the same time? Also, I'm wondering if I can still use soap while bathing?

I've noticed these blood blister-like spots on my scrotum for about 23 months now. Some of them are kinda hard, while others are softer. I'm using Eloson HT cream for quite a while, and everything seemed fine. But whenever I stop using it for about 23 days, my skin gets darker. Can you suggest what I should do about this? Also, are there any other creams I could use to make my skin look a bit fairer? Not looking for a huge change, just a little brighter.
