My fasting blood sugar is 197. What medicine should I take?

My father has been having diabetes for the last 3 years but he never consulted any doctor. From the blood report we came to know that his sugar level is above 350. He is also having teeth sensitivity problems but the doctor said sugar must be reduced first, then only treatment can be done. In Dehradun I am unable to find any doctor for diabetes? Please help me.
