What is meant by a high level of SGPT and bilirubin?

High bilirubin levels may mean your liver is not functioning well. However, abnormal results don't always mean you have a medical condition that needs treatment.
Bilirubin may fluctuate if you are having Gilbert syndrome. However, it may be highest during an infection (such as the flu), following periods of fasting, and during menstrual periods in some women too.
It could be a viral disease or autoimmune disorder. You are highly recommended to get yourself checked by a doctor.
