Got into an accident and my knee is swollen with pain - attached the report. Do I need surgery or will plaster be enough to fix it?

I'm really concerned about this back pain I've been having around my waist area for about a year now. MRI scan shows a high-grade partial ACL tear in my left knee and some meniscus issues. The doctor is recommending arthroscopic surgery but I'm not sure if it's necessary. There's also a mild strain in the PCL and tears in the lateral meniscus. The medial meniscus looks thinned out too. Do I really need the operation or are there other options?
