I have an issue with my foreskin and I'm wondering if there's any way to remove it without surgery. What are my options?

My penis feels a bit tight on the foreskin when erect but it's fine when soft. Is there any way to treat this without needing surgery? It's not painful but feels uncomfortable. What could be causing this?

I'm a 29-year-old male and I've never been able to pull my foreskin back when erect, though I can stretch it to the level shown in the picture when flaccid. My main concerns are do I need surgery or can this be managed with stretching exercises and creams? Also, is this because of a tight foreskin or a short frenulum breve like in the picture?
Get it operated or start proper medication.. To get rid of this problem permanently without any side effects
