I have scars with a tattoo over them on my forearm and want to get rid of both. A doctor told me laser tattoo removal won't fix the scars would plastic surgery work for this? I'm worried about how effective it'll be and if it's the right option.

I have loose skin under my arms and I'm not sure which specialist to see for this. Is surgery the only option to get rid of it or are there other treatments available?
