I'm a bit concerned because my foreskin doesn't retract when I'm erect, even though I can pull it back when I'm not. Also, I feel like my penis might be smaller than average. What do you think I should do?

I've had this issue for about 20 days now. It started with a light bluish discoloration on my glans, and then turned whitish. Sometimes there's a mild burning sensation over the glans too. Usually, its pink in color. What could be going on? Should I be worried about this change?
