Are these spots part of the healing process, or should I be worried? How long might it take for my skin to look normal again?

I'm really worried about some cuts and peeling skin on my penis. I had been using clobeta gm for a rash, but it started peeling and now the skin feels really thin. I've had this strange lump near my elbow on the inside of my upper left arm for a few years now. It's about 1cm across, not really visible from the outside. When I touch it, it's kind of firm, but it doesn't hurt unless I press down hard. It feels circular, and I can almost flip it upside down if I try to. Should I be worried?
