I'm dealing with some itching and redness on the head of my penis, and it really hurts when I pull back the foreskin. I'm not considering circumcision, but I'm unsure if I should see a dermatologist or a urologist for this. What would you recommend?

I have a 9.6mm stone stuck in my right upper ureter with mild hydronephrosis, and there's also some right adrenal linear calcification.
