It's been a year since my PRK surgery but I still need to use lubricating eye drops 4 times a day. Why aren't my eyes back to normal yet? How long does it usually take for dry eyes to fully heal after PRK?

My eye power is 8.5 with some cylindrical issue. I got tested for laser eye surgery but the doctor said laser isn't possible or safe for such high power and recommended ICL instead. I don't know much about ICL is laser really not an option for my power and how safe is ICL?
