I've been noticing blood when I sneeze for a while now, and it's showing up in my sputum too. It started back in March 2016, and although I tested negative for TB, a doctor recommended a budamate inhaler and TelecastL, which helped stop the bleeding. I stopped the medication after a couple of months without consulting the doctor, and now the bleeding is back. The doctor suggested a bronchoscopy, but there aren't any available beds at the hospital, and now the doctor is on leave. I already had a CT scan done on my chest, but I'm really concerned about what might be causing this hemoptysis and what steps I should take next. Could you give me some guidance?

I'm having trouble with heavy breathing, especially at night and in the morning. It gets worse when I run or do even small exercises. I feel really tired and like I'm not getting enough oxygen. When I cough, there's some pain in my chest, and I have a bit of nose congestion too. Does this sound serious? What could be causing it?
