I've had a herpes cold sore scar on my lower lip since 2007 it's lighter than the rest of my skin and really noticeable. Can laser treatment or cosmetic surgery help remove it?

I'm dealing with some issues and I'm really worried about it. Recently, there's been dryness, a little burning, and itching on my penis. I've tried using Vaseline to keep it moisturized, and while the dryness has improved, the itching and some burning still persist. I'm dealing with a penile yeast infection that's been lingering for about a month.
