I've noticed this lump on my right hip and initially thought it might turn into a boil, but it hasn't. Instead, it's become hard and painful. Any idea who I should see about this?

I've been dealing with this really uncomfortable itching on my scrotum and the head of my penis for about 34 days now. The scrotum is also oozing a clear, smelly liquid, and the penis head looks a bit swollen with severe itching. It's not affecting my thighs, just the scrotum and penis head. I've noticed a tiny white seed-like thing just under the skin on the shaft of my penis, right below the head, for about 6 months now. It's not painful, hasn't changed or grown, and I can even move it around a bit under the skin. It's a bit smaller than a sunflower seed. Lots of people seem to have asked about this but I haven't found any clear answers. What could this be and is it something that can or should be removed?
Clopivate cream for local application is advise for 7 days, if any side -effects dermatologist opinion is advised .
