I've noticed that the skin under my chin has gotten dark because I've been using a plucker to remove the hair there. Is it possible to use chemical peeling to lighten the dark skin and follow up with laser treatments to stop the hair growth?

I recently got bitten by something called a Nairobi fly, and now I've got these awful blisters that hurt a lot. I've been taking cetrazin antihistamines for the past three days, but they haven't helped at all. The blisters seem to be spreading, and I'm really worried because I don't know how to treat this. Any advice would be greatly appreciated.
