I've noticed some white skin on the tip of my penis, and it's really sensitive to touch. The rest of the skin feels normal, almost like there's a difference I can't explain. What could this be, and should I be worried about it?

I had ZSR circumcision surgery on 22nd February and all the staples along with the silicon ring have fallen off except one small part still hanging and attached to the skin. It hurts a little when I try to remove it so I'm scared pulling it might cause problems. Can I safely pull it off? Also, am I okay to resume sexual activities like intercourse or masturbation now?
