As per my blood report, GHb (HbA1C) is 10.3. Does this mean I am diabetic? Can it be reduced? I have never had any symptoms of diabetes.

HbA1c greater than 6.5 confirms diabetes. A value of 10.3 is very high. Immediate lifestyle and medication changes are needed. Please take Fasting and Postprandial Glucose and consult an endocrinologist.
