my dad has had an ulcer on his tongue for a year now but he doesn't use tobacco smoke or drink alcohol the doctor recommended surgery could this be cancer and if it is would surgery be the right option his blood tests came back normal

I'm really confused about my Pet Scan and biopsy results. The Pet Scan mentioned something about a 'metabolic active soft tissue density lesion' with 'irregular margins,' suggesting it could be a primary neoplastic etiology. But my biopsy sounds different; it talks about 'tiny fibrocollagenous tissue' with 'mild chronic inflammatory infiltrate' and 'occasional submucosal glands,' but no signs of atypia or malignancy. Does this mean my report is normal, and I dont have cancer? Can what I have be treated with medication? I'm trying to understand what's going on, and if there's any reason to be worried.
no its not cancer , its just inflammation

I was recently diagnosed with fibroadenoma and have four lumps one was removed (5.3 cm) but the others are smaller. Can they be treated with medication or will I need surgery for those too? I've attached my biopsy report for reference.
Small fibroadenomas are often monitored; surgery is only needed if they grow, cause symptoms, or raise diagnostic concerns.
