My mom's chemo isn't working after 3 cycles and now doctors are recommending surgery but she's physically weak is surgery the right choice at this stage?

I'm 18 and have a fibroadenoma that's painless and movable but now it feels like it's growing I really don't want surgery are there any other treatment options I can try
