My PSA report shows PSA free serum 0.220 and PSA total serum 3.090. Am I normal? Is there any risk of prostate cancer? I am a 58 year old male.

PSA total under 4 ng per mL with a free PSA ratio above 0.15 generally suggests low risk of prostate cancer. Your levels seem in a safe range, but regular monitoring is advised with age.
