Can I get ACL ligament reconstruction surgery under the Arogyasri scheme in Telangana at top hospitals like KIMS, Sunshine, Yashoda, Apollo, Maxcure, or Srikara? I'm worried about the coverage and quality of care at these places for this procedure

I had a major humerus fracture and got a plate put in almost two years back. Now I'm having pain when I move my arm too much at work and can't lift my left hand above my shoulder. What can I do to help it heal better and when would be the right time to get the plate removed?
