I experience cough and phlegm whenever I am exposed to cold air. Even slight cold makes my body feel cool and triggers coughing and phlegm. My blood tests are all normal except for ESR, which is 52. My temperature is 96.5F, and I do not have fever, runny nose, or sneezing. Can someone help me understand what might be causing this?

I have been experiencing a fever of 100 to 102F and a dry cough for the past 3 weeks. The coughing is causing headaches and abdominal pain.
