I have neurofibromatosis with extra skin on my right side just below my stomach near my waist. I'm not sure which type of surgeon I should see to get it removed would it be a plastic surgeon or a neurosurgeon?

I can understand your concern. But masturbation and increasing butt size have absolutely no relation. It's all in your head. Increasing buttocks size is related to your diet. Avoid fatty and oily foods. Excersise regularly. If there's any lesion on the buttocks, then consult a general surgeon
