I want to know the next course of action. My daughters weight is 39 kg and it is not reducing. We checked her blood report and found TSH is 18.87.

TSH of 18.87 is high and indicates hypothyroidism, which can slow metabolism and cause weight gain or prevent weight loss. Please consult a pediatric endocrinologist and repeat the thyroid panel with Free T3, Free T4, and Anti TPO antibody tests to better assess thyroid function and confirm the diagnosis.
