I'm 22, and I've noticed that while my penis foreskin retracts normally, it doesn't pull back when I'm erect. The tip stays covered, and I'm not sure what this means or what I should do next. Could you help me figure this out?

I'm really worried about something that's been happening and I hope you can help me out. I had protected sex a while back and noticed the condom had slipped a bit. A few days later, I found small bumps on my penis and went to a dermatologist who said it's molluscum contagiosum. They suggested I get a blood test after six weeks to check for things like HIV.
