I'm 23 years old and still can't grow a beard or moustache. I've been waiting for years and nothing's happening. Can you give me some advice on what I should do about this?

I'm dealing with a really uncomfortable fungal infection on my scrotum. Its super painful, and I actually went through this same ordeal about a year ago.
