I'm really worried about having fluid in my lungs. How serious is this condition, and do I absolutely need surgery to treat it?

I've had a cough problem since I was a kid, especially in April and June because of dust. I'm 24 now and have tried so many medicines, but nothing seems to work. My doctor told me to use levolin and budecort, but I'm still struggling. Is there anything else you think might help me get rid of this issue? Any advice would be great.
whenever you go out wear mask . continue the inhalers given. if you have too much cough take one course of antibiotic
