I'm really worried because I've noticed this white fungus-like stuff on the head of my penis, and the outer skin isn't moving back like it usually does. I can't pull the skin back to clean it properly. What could this be, and how should I deal with it?

That normal and is called smegma you have to clean it regularly and maintain personal hygiene,if it is concerning you,visit Dermatologist for appropriate management

This could be fungal infection u need to evaluate with your Dermatologist and get appropriate treatment with oral antifungal medications and topical lotions,once the infection is resolved your hair fall would come down,I suggest you not to use minoxidil with active fungal infection,above this your personal hygiene care is more important.
