I'm really worried because I've noticed this white fungus-like stuff on the head of my penis, and the outer skin isn't moving back like it usually does. I can't pull the skin back to clean it properly. What could this be, and how should I deal with it?

I'm a bit worried because the foreskin of my penis used to be attached to the tip, but now it's come down and the head is exposed. It's super sensitive to touch, and I'd really appreciate some advice on how to make it less sensitive. Also, the foreskin isn't going back to the tip.
