I've noticed that my upper lip is quite dark, and the skin at the corners of my lips seem darker too. Plus, my lips are constantly dry and chapped no matter what time of year it is. Is there any way to permanently fix these issues?

No,don't use both cream and powder simultaneously because neither will work ,use ointment twice a day and in between you can use powder.
