My dad has diabetes and had leg surgery years ago but now his leg hurts even with a little walking and his skin is peeling. His fingers are also swollen what can we do to ease the pain?

I'm getting a bit worried because recently I've been gaining weight, feeling really lazy, and constantly tired. My doctor recommended a blood test, and the results showed my FT4 is 0.97 ngdl and TSH is 8.52 mIUml. I'm supposed to follow up with the doc next week, but I can't help but wonder if these levels are normal or if I might have something like hyperthyroid or hypothyroid?
