My FNAC test showed papillary carcinoma of the thyroid with metastasis. Is surgery the only treatment option available? What precautions should I take until the surgery is done?

My dad has diabetes and had leg surgery years ago but now his leg hurts even with a little walking and his skin is peeling. His fingers are also swollen what can we do to ease the pain?
